The only hope for that is if the Democrats sweep the Georgia senatorial elections in January. Otherwise, McConnell won't ever let anything pass because after years of ignoring it, he's suddenly concerned about the federal deficit again.
Both parties have been playing political games with stimulus/relief negotiations, though Republicans have been the worse actors, to be sure. The liability shield is particularly onerous.
