This seems to me a way of funding the police in a climate that has asked that police budgets be reined in. But maybe California is oozing money, I dunno. It seems to me there are positive value tactics (like paying your employees a living wage) that could go a long way in solving problems like these.

I guess if, in a year or so, a bunch of criminal operations, organized and effective, are brought down by municipalities, then this money faucet to public cops will justify spending money on what may be an internal private problem.
