Well, obviously the banks were the wrong tool to use to distribute these funds.
Rich companies get richer. Rich banks get richer. Everyone else? Not so much. Welcome to American in the 21st Century..............
The big banks see disaster as a time for profit (see also the financial crisis of the 2000s), and it speaks volumes.
