He and the men he recorded committing statutory rape were the perpetrators and the girls were the victims. Crime number two was the blackmail of the men he recorded. So the perpetrators of the rape were now the victims of blackmail. So Bondi's definition of victims includes not just the girls, but also the men who were blackmailed. If the names of the men who were blackmailed were made public some might provide details about what they did to keep the rapes secret.
