The scheme, hatched by anti-immigrant extremists like Steve Bannon and Kris Kobach, involved adding a citizenship question to the Census questionnaire. One goal was to reduce participation in the 2020 Census in immigrant communities. But that was only the beginning.

I get the distinct impression that the GOP wants to force the Dem House into using the "nuclear option". No, not impeachment. I mean the "withholding of funds" to various executive agencies to force their compliance with the law, e.g. withholding funds to force compliance with Congressional subpoenas. That would be a PR nightmare, though, and I think the Dems will hold off on that.
And there is the fast track executive order mechanism, whereby every exec order that Trump has signed in the last year (year?) can be almost instantly rescinded. That assumes, of course, that Trump and the GOP cannot actually retain the White House by force or vote-meddling.
