I take issue with the comment "The problem for Halligan was that the basis for the charges against Comey was very weak."
The problem for Halligan is that she accepted a job for which she is not qualified. The weak case didn't trip up her predecessor, because he knows the law and criminal procedure. Whether her problem is stupidity, vanity or excess loyalty is hard to tell.
Seems his loyalists will do anything for him because they believe he can pardon them or extricate them from any consequences, and that does appear to be happening to some degree. It's all so excruciating to watch.
Like people carry "Friends of the PBA" cards in their wallets, all of trumps loyalists carry a "Get Out of Jail Free" card. Really, the one from Monopoly. He hands them out like Reagan handed out jelly beans.

Perhaps Halligan will get jail time and be pardoned by Trump. But if she loses her license to practice law, Trump can’t re-license her. Disbarment will send an even bigger message in my opinion.

Amateur. That's all I can think of about Ms. Halligan. There's a certain human tendency to think that in a broad field of many specialties to think that you can operate outside of the lane you are successful in. Most of the time, you can't because the other specialties are exactly that. They each require a separate track of specialized training and/or experience to be successful. This isn't the first person Trump has pushed to operate outside of their training and/or experience, he does this with most or maybe even all of his appointees. (E.G. RFK Jr. for another glaring example.)
While I’m happy to see Halligan get her comeuppance—her loyalty is supposed to be to the Constitution, not Trump—this is a closer case than many think. In the misconduct cases cited by Judd, the prosecuting attorney ADDED something that was not in the indictment approved by the grand jury. Here, as far as I can tell, Halligan only subtracted from the indictment, taking out what the GJ had rejected. Regardless, let her appeal, let her squirm, let her reputation go to hell. How many more people have to learn this lesson: Trump never pays for his crimes, the people who do his bidding do.
As you say this issue may not be the fatal error. The purpose is to prevent shenanigans by the prosecutor. I suppose there’s also the possibility that without the 1st charge the jurors could decide differently on another vote on the other 2.
I’ve seen some experts say there is a precedent case that would allow ‘correcting’ this error. But at this point it’s looking more like a symptom than the core problem. Shading the truth when advising jurors on the law, not once but at least twice, seems much worse.

I learned a few things: 1. she's an idiot or a liar, or both; 2. the law is clear, and with reason, as manipulation would be simple if the procedures were not transparent and steadfast; and 3. our legal structure must stand or else we are a fascist dictatorship.
